fix(pdd-ui): 修复平台配置页面拼多多Tab无法选中回退至内部通知的问题

- 将 'pdd' 加入 PlatformTab 类型联合以及 platformTabs 有效路由参数白名单数组中。 - 解决 normalizePlatformTab 校验失败时将当前激活Tab重置为默认 'notifications' (内部通知) 的 Bug。
